David O'Neill, J.D.

David O'Neill has over 15 years of experience in claims recovery on behalf of corporate policyholders involving environmental property damage and toxic tort and asbestos exposure claims. He is an accomplished insurance archeologist with extensive experience in locating and retrieving insurance coverage evidence on behalf of potentially responsible parties responding to environmental investigation and remediation demands. Mr. O'Neill is also an experienced PRP investigator with knowledge of CERCLA/SARA requirements, having conducted over thirty PRP searches at Superfund hazardous waste sites for PRP defense counsel and previously for USEPA Regions V and VIII. Mr. O'Neill was formerly Insurance Research Manager for Risk International Services, Inc. He graduated from Case Western Reserve Law School in 1986.
Steve Henshaw P.G.
President & CEO
As President and CEO of Policy Find™ , Mr. Henshaw serves as a client and technical manager on projects associated with site characterization, remedial design, remedial implementation, litigation support, responsible party searches and insurance archeology matters. He has acted as Program Manager or Client Manager on over 200 projects. These projects have included landfills, solvent and petroleum refineries, foundries, metal plating shops, food processors, wood treating facilities, chemical manufacturers and distributors, mines and quarries, heavy equipment manufacturers, computer manufacturers, and transporters. Mr. Henshaw's expertise includes a strong knowledge of industrial operations, past and current industry practices and procedures, and a hands-on, practical understanding of the fate and transport of contaminants in soil and groundwater. He has also served as a testifying expert on behalf of individual landowners and facility operators at sites impacted by industrial activities and continues to provide technical and litigation support services. Mr. Henshaw is also the President & CEO of Enviroforensics.
John C. Bird, P.G.
West Coast Regional Manager
With over 20 years of professional experience in Litigation Support, Mr. Bird is responsible for developing the overall work scope, budget and project tracking, and technical management on several multimillion dollar environmental projects involving numerous potentially responsible party studies under adverse litigious conditions. His work background includes extensive project experience on large scale, National Contingency Plan compliant investigations for the public and private sector. Mr. Bird has been a forensic and fact-finding expert on a global insurance litigation associated with eleven test cases from sites located throughout the United States. The project involved collecting information from all of the manufacturing facilities, evaluating the potential environmental liabilities, identifying current impacts to the environment, identifying key witnesses, reviewing depositions, and assisting counsel in the technical presentation of the case. Mr. Bird was been a Site Technical Coordinator for a mid-sized community reporting to the City Council, City Manager, and City Attorney. He was responsible for project deliverables, data collection, data synthesis and presentation, and participation in project strategy sessions and public forums. As the lead consultant on federal and administrative cases associated with the impact of chlorinated solvents to the community's drinking water supply, he successfully streamlined the process of collecting, assimilating, summarizing and presenting data from over 175 potentially responsible parties.

Nancy Shields brings a vast array of marketing experience to Policy Find™. She has spent more than 19 years in the legal publishing industry with a special emphasis on legal research and law department technology. During this time, Ms. Shields worked as a sales consultant, calling on attorneys in corporate legal departments, law firms of all sizes and federal, state and county government. At various times in her career she consulted with state and federal courts, government agencies and county courthouse libraries concerning their legal research needs. Her background includes consulting in the area of banking compliance, insurance compliance, government affairs and claims and risk management departments for corporate customers selling regulatory and statutory compliance tools as well as materials to conduct due diligence.
